Registration of Windows is not a requirement. Activation is, but
it does not pass any ownership information to MS. Also, the
activation clock is reset every 120 days, so the same
product ID can be activated on a different machine every
120 days without MS knowing if the owner is new.
Microsoft's licensing restrictions may or may not be legal
since (AFAIK) many aspects have not been tested in a
court of law. You'll find Microsoft's website curiously vague
about successive ownership issues.
