You should manage the Temporary Internet Files through Internet Explorer.

Tools / Internet Options / General tab
-> (Temporary Internet Files) Delete Files button

I have many folders on my PC that are labeled Temporary Internet Files and
each contains a folder called Content.IE5 all with different jpegs and such.
Is it safe to completely delete each of these folders? Will they rebuild if
needed?
