If your Internet connection is slow (especially dial-up), and you delete all of your TIF (Temporary Internet Files), that will make the browser even slower for a while until it re-downloads into the TIF some of the files you just deleted.
If your Internet connection is fast (DSL or cable), reduce the maximum size of TIF to 100-200 MB and never think about it again. And on the "I think it's just slow" question, don't think. Find out! Try www.speedtest.net or similar speed test site and see exactly how slow. Compare readings taking mid-afternoon to readings taken at midnight to see if Internet congestion and/or local area Roadrunner congestion might be affecting you.
