These include any 'cookies'
that is files that 'facilitate' your access to certain sites by remembering
such things as:
 What you did previously,
 How you do things
 Fast links to your' secure' area of their web site

It functions as a similar facility to the 'ini files that software used to
use before the registry
It is readable by the remote site
It is writeable by the remote site, or script type facilities within the web
pages you access

So - you probably want to keep the cookies

If you do want to clear out the store - either
  Use the internet browser facilities such as that on the 'General' tab
within (IE) Tools Internet Options -  Delete Files button
or
Look at one of the many 'system tidy up script sets available via a Google
search

As a further consideration, as you asked this question, the script
descriptions would be a worthwhile source of information
