If you're talking about the Security tab in Explorer on a folder or file, then yes this is not shown when Simple File Sharing is turned on. The problem is if permissions had been set and then Simple File Sharing is turned on, there's no way to edit the permissions. You must turn SFS off to edit permissions via the Security tab.
