CACLS from the command prompt does work on Home in any mode.

But not recommended for the novice...  you can screw things up really fast
if not careful.

I wonder what there reasoning was behind that.  Can it be done from 
Computer Management applet in the Control Panel?  Or what about 
booting to Safe Mode?  Sure Pro can do it that way -- even Home can 
do it then.  In fact, that's the only way to do it in Home. Well, 
except for maybe with CACLs at the command prompt, but I've never 
tried that in Home.
