I think you'll find that "all OEM" means the ones willing to do that
to save a few bucks at the cost of their customers.  If you walk into
any computer store and tell them to build you a computer from
components you'll be able to buy an OEM version of W'98 and it will
not have any limitations.

I'm sure that advice will vary but in my view the thing to do is to
stop buying from companies that package up computers and spend lots of
money selling their low price point.  Get just a bit more involved in
the purchase process and you can have a lot more machine for a lot
less and not be stung by some of this stuff.  The only guys I'd even
think of buying a "name brand" from would be Dell and I'd ask a lot of
questions before I did that.  It's just too easy these days to have
machines custom-assembled for the same money and you end up with
better components.
