Debian by default does not allow just any user to start another XFserver. 
You have to reconfiure xserver to allow any user to start X.  Try running
something like this as root
# dpkg-reconfigure --frontend=dialog xserver-common
I think it will ask you about who can run an Xserver.  The file
/etc/X11/Xwrapper.config contains the permission on who can start an
Xserver.
  It maybe more secure to use 'sudo' to allow users of a given group to
start the Xserver as root.
