All this looks ok to me. A couple of other things you might try:
1. temporarily unload your ipchains rules and see if it makes a difference.
2. install a sniffer on the Linux box and sniff the local network
   interface while win4lin is trying to ping, etc. I use ethereal
    because is has a nice packet decoder as part of the GUI.
