I don't so convinced that they are very internal. For example Internet
Explorer at least for Win95 installs many additional *.nls files to
support various encodings. I assume that so does and version for NT.
Then IE some way uses those nls files. Win95 does not have (AFAIK)
functions which work with nls files, but on NT IE could easy use
those undocumented interfaces. But I can be wrong.
