I don't think this was clearly agreed. And since it's
different than what I want, I'll bring it up <g>.
I still think there should be no global configuration file,
and that we should trigger the invocation of winecfg
to create a user local config file.
I think trying to a) have a global configuration file
and b) have a config file that handles both cases
(windows partition and not windows partition) should wait
for the creation of a Winelauncher program.
