[Winona Online Democracy]

There has been much conversation regrding the right of way laws and traffic
accidents in Winona at uncontrolled intersections. The appropriate right of
way laws have even been referred to. I have been with the Winona Police
Department since 1975. there have been several traffic flow studies doen in
this city over the past 27 years. The City Council has applied some of the
recommendations. The fact of teh matter is that many people are very
inattentive when they drive. I say that because many of the accidents in
Winona take place where traffic control devices, ie.. signs and semaphores
are in place. There are many years when over 25 accidents take place at 5th.
St. and Huff St. and 6th. St. and Huff St., where a concerted effort has
been made to effectively control the intersection with traffic control
devices. City Council is reluctant to place stop signs wher they do not feel
that they will serve a distinct purpose and they need qualified information
that the intersection is a definite hazard. People who know of an
intersection that is hazardous siimply need to contact the City Engineer,
Steve McBurney at 457-8237 with their concerns and he will look at the
accident histroy at the intersection and if it warrants a stop sign he will
take that to City Council. In the meantime people need to allow enough time
to get to where they are going and respect the right of way laws. In a two
month period of Nov-Dec 2002 we saturated certain areas in the city and made
246 stops that concerned driver inattentiveness,ie.. speeding, stop sign
violations, careless driving, etc. Chief Pomeroy-Hope this helps
