After living (mostly) in Winona and area for 40 years, I started driving a semi over the road. One of the biggest adjustments was actually reading road signs. I was so accustomed knowing where and what the signs said in Winona, I realized that I wasn't paying the attention I should, here or elsewhere. So whether in Detroit or Minneapolis, I know what to expect on the road. I still get lost but don't run into people.

Glen is absolutely correct that the rules in any given city should be adequate for all. Resident or not. Of course there are screw ups in anything and this would be no exception.

Not that it would likely matter, (a lower speed limit) but I think 30 mph is too fast for uncontrolled side streets. I don't believe drivers can adequately see oncoming (left and right) traffic given the limited visibility of most intersections. So if 2 vehicles enter the intersection at 30 mph at the same time, the only first and second things to determine are the order of towing and or trip to the hospital.

And, as long as I'm on a rant,  I would like to see local law enforcement target a specific violation from time to time. Turn signals would be a good start. Not necessarily only town but changing lanes on the highway. A few weeks of intense enforcement with various common violations (along with prominent attention in the newspaper)  would do wonders, IMHO. I'm reminded of a few years back when, real or not, the word was out that the Wisconsin State Patrol was aggressively ticketing tailgating. There was an increased awareness in the trucking industry due to that.

Fortunately,  the intersection is now controlled, and I have not seen any accidents at the intersection since the stop signs were installed.

Traffic rules only work if everyone knows them and understands which rules are in place.  That may work well for people who grew up in Winona, but for transplants, and visitors, it takes some getting used to.  In the meantime, unfortuantely, there are accidents.

GS opines: Drivers are required to know the rules and to apply them correctly.  That should include determining by observation whether an intersection is controlled or uncontrolled.  It is possible (at the vast majority of intersections, I can't recall one where I could not) to see whether or not there is a Yield or Stop sign on the intersecting street prior to entering the intersection.  If you enter an intersection without having done that you are driving inattentively, IMNSHO.  I would encourage law enforcement to ticket both drivers for that offense in the situation you described.  That may not be possible, but I wish it were.

Further, it would seem to me that one has a special obligation to be attentive when driving in an area with which you are not thoroughly familiar.
