    Mandates are not the problem- it is UNFUNDED mandates.  State and
federal governments make many mandates that are worthy and keep the rules
and regulations similar regardless of where you live.
    The problem is that governments make mandates, but do not pay for them.
This makes it the county's problem.
    It sounds great that Gov. Pawlenty doesn't want to raise taxes, but he
is shifting the payment for those mandated services to the counties who have
limited ability to tax and pay for them.--Ruth
