OK, I might sound like a republican here, but it's a small 'r' ;-)

I've heard so many stories about how Winona has fought expansion and big
industrial growth here, and it's passed us up to go to other communities. That
would be fine if the wealthiest in town could each sink a few of their own
millions into revitalizing the downtown, rebuilding along the river, and make
Winona the jewel that it could be. The money is there, but it's tied up in
other pursuits. Unless those folks are willing to concentrate their wealth on
Winona (how many millions would it take to restore 3rd street?), I say that
tourism and larger businesses should be encouraged for the good that they can
do. It's likely (though not guaranteed) that the competition and energy can
create a positive desire to increase the appearance and vitality of the town.

I find it hard to believe that some in the Winona community believe that
banning consumer driven successful large retail chains will benefit the
community. I for one welcome new larger retail stores that reduce prices,
avoid trips to La Crosse, Rochester and even the twin cities.
