A "just for a smile" amid the Wal-Mart discussion, from "The Boondocks" comic strip several weeks ago:
       
        "It does not require a majority to prevail, but rather an irate, tireless minority keen to set brushfires in people's minds."
 
This would apply to almost any controversy.  It's akin to "the country (state, city, etc) is run by those who show up."
