[Winona Online Democracy]

It seems to me that the city and the port authority must work closely together. It makes sense to me to have one or more city council members serving on the port authority.

I confess to a great deal of ignorance about the port authority functions, but it seems to me that in any of its projects, it would need to work with the city, law enforcement, environmental agencies, perhaps the state, and the corps of engineers and maybe others that I have overlooked since any projects on the river or near it would have impacts on all of those areas. I

Dean...it is my understanding that a seat on The Port is reserved for a member of council.

Does anyone else see a potential for a conflict of interest w/ members of the City Council also serving on the Port Authority?
Is the PA Board established to include elected officials?
