[Winona Online Democracy]

>From my experience in the late 1960's and the history of the Port Authority,
I would say that over the years the Port Authority has been more powerful
than the City Government.  It has done some good things like creating some
Industrial Parks.  Its latest effort in expanding the big box type of retail
development all over Winona has taken the City in the wrong direction.  I
think that the Port Authority is a creation of the State Legislature.  Its
makeup is mostly unelected persons.  I have forgotten who has the power of
appointment over them.  The councilmen or women who serve are always in a
minority.  It might be necessary to change the City Charter or some
legislation.  My own preference would be to have a majority of its members
from our pool of elected officials.  This is a structural change that brings
the decision making closer to the people.  Such a change does not
necessarily mean that the decisions of the Port Authority will be any
better.  If anyone is interested in structural change, I will be willing to
dig further to see if and how the change might be brought about.
