44th Street is a poor detour route for any project as trucks are restricted
on that street. For our project on CSAH 32 this summer, we are detouring
through traffic via TH 61 and Pelzer. Our project does not have the severe
surface disruption as a reconstruction project and local traffic can be
accomodated. We detour through traffic so that the construction can be
completed in a timely manor. I'm not sure what the City plans for a detour
for the Pelzer street project in 2005 but Pelzer will be virtually closed to
through traffic. I would suspect that 44th street would not play a major
roll in traffic detour as other access points between 44th and the river
port area would be disrupted. The County is participating on the Pelzer
street project to the extent that congestion on CSAH 32 is alleviated
through the addition of dedicated turn lanes and coordinated signal systems.

Bob Sebo mentioned 44th Ave in Goodview.

That street has many houses on it, a major playground, and baseball park.
I used to live on that street.  It's already too busy, that's one of the
main reasons we moved off of it.

Speaking of Goodview, someone also mentioned redirecting traffic that way
during the Pelzer street work.  I was at a Goodview City Council meeting
last month and the County Highway Engineer presented a plan to do major
construction work on 5th St.(Winona)--6th St.(Goodview).

I'll send a copy of this to the County Highway Engineer to confirm that.

How might that work contribute to traffic flows in the Pelzer and 5th
Street bottleneck?

Another major road problem I've recieved a lot of phone calls and e-mails
on over the last year...

Have any of you driven on Gilmore Valley Road (a.k.a. County Highway 21)
over the last two weeks?  It looked like it was bombed.  Potholes were
filled on Thursday but how long will they last?  Semi trucks also use that
road as an alternative route to the port.  They are tearing up an already
torn up road.  And talk about a hot potato to fix.  Everything around it
has been annexed by the City of Winona but it's still a County highway.
Who is going to pay to fix it?

I'm worried that the "no new (State) taxes" pledge is hurting us here.

Lastly, throw in the possible future DM&E addititional traffic and an
interesting picture emerges. Has anyone looked at the big picture and what
it will look like when we are all done?

Is this progress?  Does it make the central city more or less livable?
