[Winona Online Democracy] The following bit of information will be in the Steering Committee minutes that Randy Schenkat will put online shortly. I present it separately because evidence indicates that 96.64 percent of online participants either do not read the minutes or forget what they have read within a short time. The policy reflects a compromise of divergent views on commentary on local, state, national and international issues. It should be considered the basic guide for participants.
