I will try to answer what I
think you're asking, and what I know.....
Winona has had a Sensitive Land
Ordinance (SLO) for a while. However long that has been, I am almost
certain there has never been an enforcement of this ordinance. It was
recently (about 3 weeks ago) brought into the publics and councils eyes that
this is not being enforced.
At the council mtg two weeks
ago, they decided they needed to "do a study" on the enforcement of this
ordinance, so they put the fox in charge of the hen house - so to speak.
The city planner's office (who is also in charge of the inspections of the
SLO), was called upon to do a "study" of this ordinance and how it's working and
if it's being enforced.
I have documentation of the
Treetops phase 1 subdivision stating; 1) the city was going to enforce 2)
the developers plan to "fix" his violations 3) the Winona Environmental Quality
Boards suggestions on dealing with all of this 4)and more on the fact that the
developer failed at a feeble attempt to fix the violations he caused. To
this day, I am quite certain nothing has been done on the city's part or
the developers part on this matter. The mayor has also repeatedly ignored
the Winona EQB's request for more enforcement of this ordinance. The EQB
has been trying for over a year to get together and talk this out with the mayor
and the city's attorney. ( I also have a letter from the EQB stating
this).
Mr. Phillips has a contract for
deed on the land.
The word that I heard is he
has said he "knows this will go through".
I'm not real clear on his
record, but I have heard he graduated from Winona, moved to AZ, developed
something there, and has now moved back to Winona.

To my understanding the residents of Wilson
Township voted to increase their taxes to pay the lawyer fees to fight this
forced annexation.
Why* am I not hearing any citizens of Winona
commenting on who/how their lawyer fees are being paid?
Are the citizens of the city not realizing
their taxes are going to go up to pay for a lawyer.
I hope and pray the courts will rule in favor
of Wilson Township and this entire forced annexation issue will be
dead.
It should never have been an issue to begin
with.
According to yesterday;s daily news article Mr
Sorenson comments that there appears to be mistrust.
You bet I do and I don't even live in Wilson
Township.
