[Winona Online Democracy]



My recollection of numerous referenda is that it requires a majority of the ballots cast.  A ballot could be left blank for many reasons, or there could be other issues or races on the ballot and the referendum might not have been marked.  In any case, an unmarked referendum ballot is the same as a "No" vote.  Registered voters who don't show up at the polls have no bearing on the vote.

What is the requirement for passage of a referendum?  Is it a majority of those voting or a majority of registered voters?  If it is a majority of registered voters, an abstention would in effect be a no vote.  If a majority of those voting is the requirement, an abstention favors neither side of the question.
