[Winona Online Democracy]
The article in todays paper regarding the City not using the taxpayers money to pay for develpment cost that should be the developers responsibility sparks my interest. I am wondering if any of the City Managers who follow WOD can tell me what affect this may have on a development such as Phillips out in Wilson Township. The City has already mentioned an assessment fee of $17,000 per acre, will this be affected if the City Council votes to change it's strategy on paying for developments? Also, Probably to the same group of folks. I understand that several new springs have sprung on the Phillips property recently after heavy rains. I have heard that they are on the latest "buildable acreage". I am curious and would like to educate myself on how something like this gets missed when studies are being done. I would think these springs must have been very close to the surface to have shown up after heavy rains. Who's responsibility would this fall on to report these prior to development, developer, developers engineer, city inspectors? Who would report them after a development plot has been made and who follows up? What happens then?
