Yes,  Thanks Keith for a general look at the project.

It is a fascinating set of problems that attract my interest.
In particular, I wonder about the amount of grade required to
reach the 15 foot clearance and the standards that railroads 
have in terms of how much grade is permissible/desirable since
the up and downslopes must be accomplished between the 
active Grand and Main Street crossings.  Is a 10-foot rise 
of tracks above the current grade reasonable?

Obviously, the grade allowed by the railroad will determine how deep
the underpass would have to be.  This change is going to cost the
railroad a lot of money in addition underpass costs.  Are these RR
costs included in the planning and budget?
