As I understand and have experienced these two they are essentially the same in regard to community involvement. Early in the study/meeting sessions there is an opportunity for community input. Though the input process is generally linear. That is - - not a whole lot of give and take opportunities.

I am not sure how the county handles give and take at their meetings, but we try to provide community members a chance to provide their input and due to time constraints generally ask folks to speak for no more than 5 minutes.

A study session often is that - where board members, in a public venue, study major issues and consider agenda items for the next meeting. We use the study session as briefings or information gaining sessions. That being said we do have some items we act on during our study sessions. For example, this Thursday we will vote on the "new " board member to complete Jennifer's Woodward term .

A regular session is a meeting where items that were studies in the previous meeting are now moved to be considered for our action. However, we also have new items to be consider for the next study session. But mainly - regular session is where most of our significant decision are made.
