I vote for neither.
Plastic does break down but - - most optimally when plastic is exposed to sun. For the most part garage is buried. As many know scientist have done core sampling and found plastics 40 years old that haven¹t degraded at all. Plastic bags however pack more densely and as a result when producing and shipping plastic bags to their outlets it takes about 7 times less energy than paper bags. It takes an immense amount of energy to create, ship and recycle paper. It seems to me that the grocery industry needs to provide a real incentive to customers to use clothe bags. And customers have to buy into that partnership and responsibility.
