I believe that the primary reason film bags have been banned from cities is
because of the litter problem they pose. They fly through the air with the
slightest breeze and get lodged in treetops, and other visible yet difficult
to retrieve locations, and remain there for many years. They also get
caught in retrievable locations as well, but require constant attention to
pick up.

Closer to home, on nearly a daily basis we must go out in the front of our
office at 225 W 2nd St. to pick up bags and other plastic garbage that blows
east down 2nd St., and gets caught in the shrubs and flowers we've planted
in the front of the building. I often wonder, where is all the garbage
coming from??? Second St. seems like a bit of a wind tunnel, actually.

I'm all for reducing reliance on petroleum products, but here's my opinion:
If you took the plastic bags from a whole cart full of groceries and
compressed them down to a solid volume, what would that space be? Maybe a
thimble or two. Gasoline made from the amount of petroleum used to make
those bags would possibly propel your car out of the parking lot, but
probably not.

I see that San Francisco is considering making it illegal to use plastic
shopping bags in their city. Would it be possible to consider that as part
of the Winona County efforts on reducing consumption of petroleum products?

In Atlanta one of the large grocery stores offers a place to bring excess
plastic bags that we all accumulate. Is there anyone interested in setting
up a possible site to receive excess plastic bags?

Thanks
