I'm sure they do the same thing that we do here at Georgia Tech: We have a guest SSID configured on our Cisco APs with no security and broadcast SSID. This traffic is bridged at layer two to a local WISP that provides DHCP, DNS, AUTHn, AUTHz, etc. The guest users end up in the ISP's address space, not ours.
