Joe, I would recommend running non-modular 12.2(18)SXF9 or perhaps SXF11.  SXH 
is brand new, as is the modular code, and there are bound to be problems.  
WiSMs have been well tested with SXF code, so unless you have a reason to run 
12.2(33)SXH, try downgrading and your problem will likely go away.
