Unless this has been added in the last year or two, I know of no easy
way to do this with the Packetshaper. Probably something could be built
with Adaptive Response tools, triggering on high bandwidth hosts for a
specific period and placing them in a restricted class. A script could
then come along and remove 'em when you decide to release them again.
