If you are looking for a strictly HTML5 browser based speed test – you could 
roll your own: https://github.com/adolfintel/speedtest

The script can capture metrics to a database natively.  We’ve used this with 
great success to troubleshoot local issues internal to our Internet links.  
I’ve also started tying the script into our IPAM system to pull switch port 
location and am working on pulling access point information.

The thought process is to give this tool to the Service Desk and all the data 
we could ever ask for is properly collected in case it’s not logged properly in 
the ticket.

Pieces of perfsonar work well for what your trying to do. Specifically the web 
based NDT Network Diagnostic tool. Perfsonar can do so much more but the web 
based feedback from NDT’s web100 kernel is very handy when looking at 
performance from any point of your network. It’s also handy on “The network is 
slow” calls. Gives a great point of reference for network capabilities versus 
application issues.
