I would also like to point people to the freenetworks.org site, which does not have a regional focus like this list was intended to have. Start a list server, get a local group together, wire the world. If you don't have your own server you can still create a mailing list with yahoo groups or one of the many other free services as long as you can stand the ads and spam.
If we can keep the signal to noise ratio high on this list perhaps many technical people would be able to answer questions instead of being chased away by the email volume.
