There is no such thing as "direct access to the internet backbone". 

All that's needed is for the AP to have access to the Internet via an
ISP *with an AUP that permits redistribution of the connection*.

Viable, reasonably-priced ISPs with such AUPs and good Internet
connectivity have existed since 1993.
