You should look around more - T1 pricing is frequently differentiated by 
both speed and utilization.

(and it's quite reasonable for that to be so - some people just want fast 
web/mail access for a few users, some people want to run a porn industry 
webhost provider - and they both might ask for a 'T1 line'.)

Try setting up an anonymous remailer using Speakeasy bandwidth/IP's and 
you'll have a new perspective on how much play there is in the Speakeasy 
leash.
