Perhaps a p2p accounting system could be installed with a negative balance that reflects the costs of building out the network? If that were possible, then over time as people used the network and paid each other, they would pay for the infrastructure costs that were invoked to create it. Todd: electronic money schemes have been tried many times. The only one I know about that works is Paypal.
