They are the "Heidi Fleiss" of the industry.... Pretty much all the big boys deal with them, but no one likes them or wants to talk about them.
My understanding is that they have a very decent network, as long as your traffic does not need to cross their network to another provider. (Their peering points are greatly overloaded -:)) But, because they have a very large network, carrying a lot of traffic, so as to keep the end users happy, the only way to get decent performance is to connect directly to them (Cogent). You may be surprised as to how much traffic from Canada comes to US on Cogent. These are my two cents worth.
