Ok, to help you out a little more specifically here: For me, I have found individual Queues to be the simplest way to throttle my users. If you're using Winbox then the Queues menu is on the left. I use Simple Queues and rate limit per IP address. You can do an interface queue as well to take control of an entire interface.
I would do the throttling at the closest point to each client. If your clients are DHCP'd then I would have DHCP give them static IP's and throttle like that, unless you are in a situation where you are giving each client the same amount of bandwidth.
