Are you wanting to have a dissertation of FCC part 36 separations and 
settlements and the uniform system of accounts?
Or perhaps NECA Tariff 5?

My answer was a philosophical answer.
The making of the sausage is ugly.  But at the end of the day, all accounts 
are settled.
