In general it shouldn't *really* matter what some radios would do because the stimulus wouldn't pay for what you already have in the field, and what you have in the field doesn't disqualify what you plan to *put* in the field. In fact, it might even be good because, if your current buildout doesn't qualify, they could pay for a retrofit. And at least for me, I'm not particularly religious about what I use. If they say 5x2, I'll put in something that does 5x2 since they are paying for it ;-).
