Yes. They didn't want Rural advocates to take all the money. Plus, RBOC want all the money for "next generation" fiber to the home, in more profitable areas to serve than rural. Also, its a situatiuon where this is a Stimulus Bill to create jobs, not necessarilly a bill to solve digital divide in Rural America. RUS is clearly only Rural focused. Thats my opinion on it. Whther that is the reason for sure, I do not know.
