To me there are two types of dedicated. First, the same dedicated that you would buy as fiber. Big $$$. A straight route from him and right out the gateway. Second, not an "Up To" speed but a guaranteed number set through your routing rules. One set for him no matter what, the rest for everyone else. More of a "Shared Dedicated" which wouldn't make any sense to anyone else except for those of us who deal with it.
Just depends on his expectations and the size of his wallet which one he would want.
