Illinois goes below the county level on these sorts of things. X townships and Y municipalities could be a different wage, if that job is even broken out there.

Both projects funded by USDA grants. We paid electricians scale for all our folks, and passed an audit on one of the projects. Indiana has a different pay scale for each county the work is performed in. Keep your documentation. Properly filled out signed weekly time statements, and pay stubs made it very easy to pass. We paid around $40-$45 that included fringe benefits.
