yep, in fact i just tried it with a TOTALY invalid user ref of:

_UserReference=F9273

and it assigned a new user ref #.

so it looks like it takes expired, and completely wrong user reference
numbers (not that that will ever happen but...)

Pending Scotts approval (since it could be behaving differently on my
platform then his, we'll see), i think this is the solution you are lookin
for.
