The whole point is to avoid reboots, right? So I would think you would
always want to tell RM about processes from other users.
My only problem with the pull request (aside from Bob's comments) is that
the method used to do something even if it wasn't elevated, but that won't
happen anymore. I think enabling the debug privilege should be best effort
(access denied errors shouldn't be fatal).
