Yes and no. I think it is nice to have the info on how the API
changed. Debian/changelog is probably not the best location for this
info. e.g. gnutls has this info in NEWS for every release:

* Version 2.11.1 (released 2010-09-14)
[...]
** API and ABI modifications:
gnutls_openpgp_privkey_sec_param: ADDED
gnutls_x509_privkey_sec_param: ADDED
[...]
* Version 2.10.0 (released 2010-06-25)
[...]
** API and ABI modifications:
No changes since last version.
[...]
* Version 2.9.11 (released 2010-06-07)
[...]
** API and ABI modifications:
gnutls_safe_negotiation_set_initial: REMOVED.
gnutls_safe_renegotiation_set: REMOVED.
