Someone could easily enough write a dockapp that did this. In fact, you
can get peksystray to do it by setting --icon-size to over half --width.

I'd personally rather have something that I can keep in the dock in one
place rather than having windows created and attracted to the clip in
arbitrary places. Some people might prefer something like stalonetray
that gives them a plain bar not integrated into Window Maker at all. And
some people might even be using a pager that includes a system tray or a
program that gives them a Windows-like taskbar.
