yes (and the same problem occurs with wily too)
With acme form p9p I can enter any char I can enter in X as
well.
Because you do not use "dead keys". Comment out the nodeadkeys option
in xorg.conf, run "setxkbdmap fr" and type ä e (on a french keyboard,
the ^ is on the ä key of german keyboards). You won't get ê as
expected (but only e). Similarly when I write in german I cannot type
any "Umlaut".
plan9/acme is quite qwert{y,z}-centric...
