You know, really, it comes down to people getting the media they deserve, just like the government they deserve.
The first comment on that page I linked to was from a woman who said that she gets everything she needs from CNN or MSNBC or Fox News, and all she was missing was a local weather ticker. Well, if our people have so abdicated their role as citizens that they don't believe they need to know what's going on in the community where they live.. then it doesn't matter what newspapers or television stations try. Populace = too stupid. Newspapers should be good newspapers, yes, and local TV news should be good local TV news. But it's not the *job* of these outlets to *convince* people that they need to consume local news and information.
