I think so. I know of local reporters who are absolutely scrupulous when it comes to this. Why should we expect less from people at the national level.
Maybe they take their cues from politicians. "Do as I say, not as I do." It's probably a calculated risk that they're too important to have to follow rules. We are an opportunistic species by nature.
