I see no conflict. We could have both, similar to <locale>.wordpress.org
and the local community sites. If the proposed solution were to be
implemented, I, for one, would never advocate a mandatory translation on
the central Entrans (or similar). What it seems to me is that the
Entrans people should be made aware of this discussion, maybe they have
contributions to make.

Actually as WP Italy team we prefer have it locally on our system,
cause we are going to use it not only for WP translation but for
plugins and theme too. We have made quite a complete tramslaion fo
entrans in italina (funny that entrans is not gettext I18N :) ). We
are going to add at entrans on our new knoledge base (that will
substitue our wiki) a section for standard terms translation, so
people that like to translate strings can refer to a glossary for some
comme terms (ex. how to translate the word link or if translate or not
the word tag etc) and giving some style guide for traslation too.
But as thirs level locale domain in wordpress.com is used just as a
front end for some team and deeply used from other team having entrans
on wp.com would be nice fr less organized teams that done' have a
locale website with now tre years of works already done and that's a
reference point for the locale community.
